It's no longer enough to punish offenders. Tulare County administrators are busy bringing in outside speakers, trying to change the way bullying is seen at their schools and adding new high-tech tools that allow students to report what they see anonymously. The most far-reaching effort is being spearheaded by the Tulare County Office of Education, which now has its multi-platform app, Sprigeo, online at 219 schools throughout the region.
With Sprigeo, students can file a report using their desktop, tablet or smartphone to tell administrators about the incident and they have the option to remain anonymous. Reports are then tracked as they move through the system to ensure that administrators are following up with complaints. School administrators say Sprigeo's approach has several advantages: It makes it easier to approach administrators, it al- lows victims of bulling to be safer when they're not being seen walking into, or out of, an administrator's office. "It allows students the freedom to share what's going on with them," said Adam Valencia, project director for TCOE's Choices program. "It's a way for teens to feel a little more safe." The program, which costs just under $500 per school, is in its third year at the Tulare Joint Union High School District and small districts throughout the in the last year.
Sixteen percent of nigh school students surveyed said they had been bullied by text or online. While students commit suicide are exceptionally rare, the CDC study said bullying had a strong correlation with increased depression, anxiety and truancy. "We know how powerful and pervasive bullying can be," said Aaron Luoma, Tulare Union High School's assistant principal. "But our instances of bullying are decreasing and that's because we're acknowledging it as a problem and telling students that it's OK to be active against bullying at their school." Visalia Unified is following a similar path. The district is working with a popular Swedish program called Olweus in an effort to change the climate at the schools, said Manuel Holguin, Visalia Unified's director of student services.
At its heart, the program teaches kids to reach out to students who may be left out on the fringes of their peer group and to report instances of bullying when they see them. The district has also done extensive training with their staff to ensure that every adult on campus office staff, custodial staff, teachers county. Visalia Unified just implemented Sprigeo at the beginning of this school year. The money comes through a grant from the TulareKings Suicide Prevention Taskforce. "They wanted to know what they could do to help," Valencia said.
Tulare County schools aren't alone in digging deep to mitigate the problem. Earlier this year, a school district in Glendale made national news when it spent $40,000 hiring a firm to monitor social media posts. Other districts spend thousands on packaged curriculum designed to change student attitudes about bullying. "We looked at another program that was very expensive that was basically an equivalent to Facebook, but this does exactly what we need it to," Valencia said. And while recent deaths have helped to spotlight the problem, federal researchers are quick to say bullying isn't getting worse, it's simply taking a different form.
A 2011 study by the Centers for Disease Control found 20 percent of high school students surveyed said they that had been bullied on school property with- and administrators all know what to do if bullying is reported to them. "We're dealing with both the perpetrator and the victim differently," Holguin said. "We're being proactive, not reactive." In Tulare, Project has about 45 students this year, but Hatton hopes the program will expand. Already the students are staffing a "safe place" on campus where students can talk about what is happening to them and producing how-to videos when it comes to coping with different bullying scenarios. The group is also organizing a summit and will continue their work with younger students.
